In this article have been investigated aspects of improving human resource management in the oil and fat industry based on structural changes. By authors was developed evaluation criteria for business executives and professionals. Also was proposed model of Complex Evaluation of Managing Director in Fat-Oil Industry. In the second part of paper was elaborated employees' unemployment indices at JSC "UZPAXTAYOG".
