Abstract
Меры политики, направленные на укрепление инновационного и технологического потенциала страны, довольно популярны в странах с развитой экономикой, но совсем недавно стали объектом рассмотрения в контексте стран с развивающейся экономикой. Инновации для данной группы стран являются источником будущего экономического роста. Отход от линейного подхода к попыткам осмыслить сложные взаимодействия в инновационной системе является результатом осознания того, что успешное экономическое и промышленное развитие тесно связано с увеличением способности страны приобретать, внедрять и распространять современные технологии, то есть абсорбционной способностью
