Democratic changes have become obvious part of our socio-political, econom-
ic and spiritual-cultural life. Establishing a civil society through deepening democratic
reforms remains the strategic objective of Uzbekistan. At the joint meeting of the Leg-
islative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan (of
the 28th January 2005) President I. A. Karimov outlined that our long-term and strate-
gic objective remain the same, that is further deepening the processes of building a
democratic state and establishing the civil society as well as further deepening mar-
ket reforms and advancing along the path of strengthening democratic heritage in the
minds of the people in consistent and emphatic manner
